ARPA Financial Analyst

Location: Houston, TX
Pay: Up to $40.00 per hour (based on experience)
Schedule: Monday–Friday | 8:00 AM – 5:00 PM

Openwork is assisting in filling an ARPA Financial Analyst role with Harris County. This position supports high-impact public health initiatives by managing the financial lifecycle of American Rescue Plan Act (ARPA) funded projects, ensuring accuracy, compliance, and strategic alignment.

What You’ll Be Responsible For

• Develop and manage budgets, forecasts, and financial plans for multiple projects
• Monitor expenditures and perform budget-to-actual variance analysis
• Prepare financial reports, executive summaries, and budget narratives
• Track project timelines, milestones, and reporting deadlines
• Support budget amendments and ad hoc financial reporting requests
• Oversee purchasing activities, including vendor payments and requisitions
• Collaborate with program leaders, auditors, and stakeholders to ensure compliance
• Identify process improvements and provide data-driven insights

What You Bring to the Role

• Minimum of 5+ years of experience in finance, accounting, or grant management
• Experience in government, nonprofit, or commercial financial operations required
• Experience with financial systems such as PeopleSoft or Oracle preferred
• Advanced proficiency in Microsoft Office (Excel, PowerPoint, Outlook)
• Strong analytical, organizational, and problem-solving skills
• Ability to interpret financial data and communicate insights effectively
• Bachelor’s degree in Finance, Business Administration, Economics, or related field
