Terminal Operations Manager / Production Manager
Location: League City, Texas
Salary: $145,000 – $173,000 base + bonus + strong benefits
Overview
We are partnering with a valued client to identify an experienced Terminal Operations Manager and/or Production Manager to lead terminal operations and drive operational excellence.
This role provides leadership to the Operations team while ensuring safe, reliable, and efficient terminal performance across control room, marine, truck, and rail operations.
Key Responsibilities
Leadership & Coordination
- Provide daily supervision of the Operations team
- Coordinate closely with Logistics on operations and maintenance
- Support Engineering and Marketing on projects and customer needs
- Partner with HSSE on safety, environmental, and regulatory matters
- Participate in budgeting and internal audit processes
- Analyze performance metrics and identify improvement opportunities
Operational Management
- Oversee daily terminal operations, including product movement and storage
- Improve processes to increase efficiency and reduce downtime
- Monitor inventory accuracy and stock management
- Investigate inventory variances and ensure accurate reporting
- Maintain product quality, gains/losses, and contractual compliance
- Ensure safe operating parameters (levels, pressure, temperature, flow)
- Oversee calibration and certification of critical equipment
- Monitor Automatic Tank Gauging system accuracy
Compliance & Oversight
- Ensure validity of third-party inspections and certifications
- Monitor HSSEQ system effectiveness across the terminal
- Investigate incidents, complaints, and non-conformances
- Implement corrective and preventive actions
HSSEQ (Safety & Compliance)
- Ensure safe handling of products in accordance with SDS
- Lead key process safety programs, including:
- Management of Change (MOC)
- Control of Work
- Risk Management
- Incident Investigation
- Emergency Preparedness
- Environmental Protection
Performance & Continuous Improvement
- Conduct internal audits and maintain audit readiness
- Address root causes and close audit findings promptly
- Drive continuous improvement initiatives
- Ensure compliance with regulatory and customer requirements
Required Experience (MUST HAVE)
- 8–10+ years in liquid bulk / tank terminal or process industry operations
- Direct responsibility for day-to-day terminal operations
- Strong experience with Process Safety Management (PSM), including:
- Management of Change (MOC)
- Control of Work
- Incident Investigation
- SIMOPS Management
- Experience with:
- Marine terminal / dock / jetty operations
- Custody transfer and ship/shore transfer
- Inventory variance and reconciliation
- KPI-driven performance management
- Physical vs. book stock management
- Working knowledge of API, MPMS, ISGOTT, USCG, NFPA standards
- Hands-on audit and compliance experience
Qualifications
- Bachelor’s degree preferred
- 10+ years in a midstream oil & gas marine terminal environment
- 5+ years in a management role
- Experience handling chemicals preferred
- Broad exposure across all terminal operations required
