About the Role
We are seeking an experienced and strategic Bilingual HR & Administration Manager ( MUST BE fluent in Chinese and English - REQUIRED) to lead and oversee our human resources and administrative operations. Fluency in Chinese (Mandarin or Cantonese) is REQUIRED for this role. This key leadership position plays a critical role in fostering a positive workplace culture, managing employee relations, and ensuring compliance with employment laws and internal policies.

Key Responsibilities
1. Recruitment & Team Development
  • Lead end-to-end recruitment and hiring strategies
  • Conduct interviews and onboarding for qualified candidates
  • Oversee employee training, evaluations, and career development plans
  • Manage a team and plan succession strategies
2. Employee Relations & Performance
  • Handle grievances, conflict resolution, and performance management
  • Enforce disciplinary policies and terminate as necessary
  • Promote a healthy, compliant, and ethical work environment
3. Compensation, Benefits & Compliance
  • Administer payroll, benefits (Health, Dental, Vision, 401k), and bonus programs
  • Conduct audits (EDD, 401k) and ensure compliance with federal/state labor laws
  • Oversee insurance and workers' compensation programs
4. Policy & Office Administration
  • Develop and implement HR policies and procedures
  • Oversee office operations including supplies, budgeting, facilities, and vendor relations
  • Manage sensitive employee data and maintain accurate records
5. Strategic HR & Communication
  • Collaborate with leadership to align HR strategies with business goals
  • Analyze workforce trends and recommend improvements
  • Plan company events and serve as liaison across departments

Qualifications
Education:
  • Bachelor’s degree in Human Resources, Business Administration, or a related field
Experience:
  • 10+ years of progressive HR experience, including 5+ years in a managerial role
  • Proven leadership with no history of state (CRD) or federal (EEOC) complaints
  • Experience managing a staff of 25+
Skills:
  • Advanced knowledge of employment laws and HR best practices
  • Strong decision-making, organizational, and communication skills
  • Proficiency in HRIS and related HR software
  • Ability to work under pressure and in emergency OT situations
